Les Etats-Unis signent la fin de l’ALENA après vingt-quatre ans d’existence

Les Etats-Unis et le Canada ont conclu hier dans la soirée un accord sur la révision de l’ALENA, vieux de près d’un quart de siècle. L’achèvement des pourparlers, qui avaient commencé à la mi-août 2017, est la preuve d’une nouvelle force de frappe de la part de Washington.

Dans sa liste personnelle, le magnat de l’immobilier Donald Trump place son livre intitulé The art of the deal, juste après la Bible. Et ses stratégies qui y sont décrites lui permettent encore aujourd’hui d’enregistrer une nouvelle victoire. Car le Canada a rejoint le Mexique tard hier soir en cédant au Président américain : le NAFTA (Accord de Libre-Echange Nord-Américain), laisse ainsi sa place à un tout nouvel accord, après 24 ans d’existence. Les négociations avaient débuté il y a un peu plus d’un an.

C’est désormais le U.S.-Mexico-Canada Agreement (USMCA) qui prévaut entre les trois pays, mettant fin à des mois d’incertitudes. Contrastant avec le comportement que le Président a choisi d’adopter avec son homologue chinois, Donald Trump a accepté cette fois-ci le compromis, mais comme toujours à son avantage. L’accord permet à Ottawa de se joindre à celui conclu à la fin du mois d’août entre Washington et Mexico. Le Canada aurait particulièrement cédé sur les mesures protectrices qu’il avait mis en place sur le secteur laitier. Et l’accord plafonne les exportations canadiennes de véhicules automobiles vers les Etats-Unis.

Par ailleurs, l’USMCA établit pour la première fois des règles sur les entreprises du numérique, la propriété intellectuelle et les services financiers. A noter que les Etats-Unis ont également réussi à obtenir de ses négociateurs que l’accord puisse être révisé tous les six ans. Il devra encore être ratifié par le Congrès américain avant son entrée en vigueur.
