La présidente de Wells Fargo poussée vers la sortie
Alors que les Bourses mondiales cédaient toutes à la panique sur fond de guerre des prix du pétrole lundi, une autre vendetta se jouait chez Wells Fargo. Le même jour, la présidente du conseil Elizabeth Duke a remis sa démission, ainsi qu’un autre membre, James Quigley. Elle sera remplacée par Charles Noski, membre du board et ancien vice-chairman et directeur financier de Bank of America.
Cette sortie ne doit rien au hasard : jeudi dernier, la responsable du comité des services financiers à la Chambre des Représentants, Maxine Waters, rendait publiques les conclusions de son enquête sur la banque américaine et a envoyé un message clair, indiquant qu’elle demanderait la démission de ces deux dirigeants.
La députée mettait en cause la volonté de ces derniers de faire face à leurs responsabilités, lors d’une audition programmée devant le comité des services financiers de la Chambre, mercredi. La présidente avait répondu en bottant en touche, demandant pourquoi elle devait y assister au lieu d'un responsable d’activité de la banque, et James Quigley avait demandé un report, indiquant qu’il était aux îles Galapagos à ce moment-là.
Le rapport était explosif pour James Quigley : il faisait état d’une conversation qu'il avait eu avec l’ex-CEO intérimaire, C. Allen Parker. Le dirigeant lui avait alors assuré que le régulateur américain (le Consumer Financial Protection Bureau) continuerait d’être laxiste avec la banque et qu’elle ne risquerait pas de nouvelle amende, même après le départ d’un allié de Trump. Quant à Elizabeth Duke, il lui est reproché d’avoir cherché à éviter les contacts avec le régulateur, qui demandait des preuves sur les changements de management et de pratiques commerciales, après le scandale des comptes frauduleux.
Ce nouveau changement montre à quel point trois ans et demi plus tard, la banque américaine peine à se remettre de ce scandale, qui a été très mal géré et qui a terni sa réputation, mais aussi ses relations avec le régulateur. Elle a connu trois CEO depuis et la Fed a pris une décision exceptionnelle à son égard, lui interdisant d’augmenter ses actifs tant qu’elle n’aurait pas démontré avoir pris les mesures nécessaires. En janvier, l’actuel CEO, Charles Scharf, a indiqué aux investisseurs que la banque devait encore mettre en place 12 actions et ne sortirait probablement pas de ce statut dans l’année.
