Pourquoi la réforme des retraites doit être mise sur pause
Comme le président du Medef et le secrétaire de la CFDT l'ont rappelé aux rencontres d'Aix, la réforme des retraites doit être repoussée, le temps que l'économie de l'Hexagone redémarre réellement. Une réforme prématurée mettrait le pays dans la rue, des salariés, au pire moment qui soit.

Il y a un temps pour tout. Et alors que la France devrait vivre cette année sa pire crise économique depuis la seconde guerre, malgré les nombreux signes de reprise depuis début mai, il serait extrêmement malvenu de vouloir remettre la réforme des retraites sur la table dès à présent. Certes, notre pays ne pourra pas faire l'impasse sur le sujet, alors que notre système de retraite est toujours déficitaire et risque de ne plus pouvoir être financé, du fait du vieillissement de la population. Mais, après près de deux mois de confinement, qui ont plombé la machine économique française et mis à terre de nombreux secteurs, de l'industrie automobile et aéronautique, à l'hébergement ou l'hôtellerie, l'urgence est à la relance.
Et pour que le pays reparte à marche forcée, il y aura besoin non seulement du soutien financier de l'État, mais aussi de la confiance des entreprises et des consommateurs. Pas question donc pour le moment de créer des tensions et des affrontements sur les retraites. C'est en tout cas l'avis du patron du Medef, et du secrétaire de la CFDT, qui ont tous deux plaidé pour que la réforme soit mise sur pause. "La mobilisation en ce moment, c'est l'emploi, son maintien et son développement ainsi que la question des jeunes. Tout autre sujet extrêmement important doit passer après : la question des retraites doit passer après", a déclaré Laurent Berger le week-end dernier, lors d'un débat aux Rencontres d'Aix en Seine, où il échangeait avec Geoffroy Roux de Bézieux. Ce dernier n'a pas dit autre chose, et estimé qu'il fallait "mettre toute notre énergie derrière ce qui compte, c’est-à-dire ce la sauvegarde de notre outil de production". Oui il faudra rediscuter de retraite, selon lui, mais "pas tout de suite".
La nouvelle ministre du travail, Élisabeth Borne, n'a visiblement pas encore reçu le message. Et indiqué hier lors de la passation de pouvoirs avec Muriel Pénicaud, que le dialogue sur la réforme des retraites et celui sur la réforme de l'assurance chômage reprendraient "prochainement". Une façon aussi d'annoncer que le dossier des retraites, qui était jusqu'à présent géré au sein du ministère de la Santé, est désormais passé dans le giron du ministère du Travail. Le Premier ministre Jean Castex a également annoncé peu de temps après sa nomination, qu'il entendait régler "à court terme" le dossier des retraites, avec, "a minima, un nouvel agenda social". Il doit d'ailleurs recevoir les partenaires sociaux à partir d'aujourd'hui.
Mais ces derniers devraient lui répéter ce qu'ils ont commencé à dire depuis quelques jours. À savoir que les entreprises ont pour l'instant besoin d'un plan de relance de grande ampleur, pour gagner en visibilité et oser, si ce n'est réembaucher du moins conserver leurs salariés, et à plus long terme recommencer à investir. "Un plan de relance est l'urgence, les acteurs économiques ont besoin de confiance donc il faut que ce soit lancé vite et que cela rentre en action en septembre", a ainsi déclaré Geoffroy Roux de Bézieux. Il ne devrait pas manquer de le répéter lorsqu'il rencontrera le Premier ministre.
