Les banques européennes font le plein de liquidités
Ce sont 174,5 milliards d’euros supplémentaires que la Banque centrale européenne (BCE) va prêter aux banques de la zone euro qui en ont fait la demande dans le cadre de sa nouvelle opération de refinancement ciblée à long terme (Targeted Longer-Term Refinancing Operations – TLTRO). Trois cent quatre-vingt-huit banques se sont présentées au guichet de la BCE pour profiter de cette opération, chacune a donc récolté 449,7 millions d’euros en moyenne.
Rappelons que ce dispositif permet aux banques d’obtenir des prêts de la part de la BCE à des conditions très favorables sous réserve qu’elles remplissent certaines conditions. En fait, elles peuvent emprunter auprès de la BCE l’équivalent de 50 % de leurs prêts éligibles à ce programme (des prêts à destination des ménages et des entreprises) et peuvent bénéficier d’un taux d’intérêt plus ou moins faible selon qu’elles ont réussi à maintenir ou non leur encours de prêts sur une période donnée. Les banques les plus performantes peuvent donc emprunter à un taux de -1 % (le taux de la facilité de dépôt moins 50 points de base) quand les autres peuvent tout de même profiter d’un taux de -0,5 % au maximum. Fait incroyable, les banques sont donc rémunérées par la Banque centrale européenne pour prêter à l’économie.
Compte tenu du fait que le montant que les banques peuvent emprunter est limité par la taille des précédents prêts qu’elles ont contractés, la demande de liquidités a été plus de sept fois moindre par rapport à l’opération historique du mois de juin qui s’était élevée à 1 308 milliards d’euros. "Les banques ont saturé la contrainte", résume Stéphane Déo, stratégiste chez La Banque Postale Asset Management (LBPAM). Pour autant, ce montant est plus élevé que celui qui était anticipé il y a quelques semaines. En effet, il y a peu, la BCE a procédé à certains changements réglementaires. Cette modification du calcul de ratio de levier qui court jusqu’en juin 2021 "permettra aux banques, qui ont augmenté leurs encours BCE pour améliorer leur marge d’intérêts (effet du Tiering), de ne pas être pénalisées d’un point de vue ratio réglementaire", explique Stéphane Herndl, analyse bancaire senior chez LBPAM ; ce qui les a donc incitées à emprunter davantage auprès de la Banque centrale.
