Petit bond en avant pour la Chine
Face à une économie lourdement pénalisée par des confinements à répétition, la Chine essaye depuis plusieurs mois de provoquer un stimulus grâce à un arsenal d'actions diverses. De nouvelles mesures ont également été prises la semaine passée ; près de 300 milliards de yuans (43 milliards d’euros) additionnels pourront être investis dans des projectifs d'infrastructures, ce qui double l’enveloppe accordée aux banques publiques en juin dernier. Dans le même temps les gouvernements locaux auront à leur disposition 500 milliards de yuans d'obligations spéciales (73 milliards d’euros) venant de quotas précédemment non utilisés.
Néanmoins l’économie chinoise risque de ne pas retrouver de sitôt sa dynamique d’avant crise, aux problématiques liées aux confinements s’ajoute un marché de l’immobilier chancelant depuis de trop nombreux mois. Atilla Widnell, directeur général de Navigate Commodities, une société de conseil spécialisée dans le renseignement sur le minerai de fer, a ainsi confié à Bloomberg que "bien que les mesures supplémentaires de stimulation des infrastructures soient une bonne nouvelle, les données à haute fréquence continuent de nous montrer à quel point la demande d'acier de construction est faible en Chine".
Cependant pour lui, il y a "plus important encore, les fréquentes épidémies de COVID, les tests de masse et les blocages agissent comme un frein à main pour l'économie chinoise et continueront à le faire jusqu'à ce qu'il y ait un changement fondamental dans sa stratégie."

De la même façon Andrew Tilton, économiste en chef pour l'Asie-Pacifique chez Goldman Sachs, estime que "nous avons un assouplissement, mais pas assez rapide pour suivre le rythme de la détérioration de l'économie en général". Ces mesures chinoises additionnelles ont bien du mal à convaincre alors même qu'un différend comptable vient d'obliger 5 des plus grandes entreprises chinoises à se retirer de la Bourse de New York.
Raymond Yeung, économiste en chef d'ANZ Research pour la Chine, a bien résumé l'état d'esprit général à CNBC : "La réalité est que les mesures prises jusqu'à présent n'ont pas réussi à stimuler la croissance. L'excitation sur le marché des matières premières a tendance à être de courte durée".
Il se montre assez sceptique sur les fonds débloqués, arguant que "ce n'est pas la première fois que le Conseil d'État s'engage à stabiliser l'économie par des dépenses d'infrastructure." Le retour de puissante demande intérieure chinoise pourrait ainsi être salvateur et constitue même la clé de la reprise de la croissance chinoise en 2023, selon Andrew Tilton.
